Important milestones in our history

December 1994

The Beginning

Tim Perr and Scott Knight founded Perr&Knight on December 1, 1994 to provide consulting services to the Property & Casualty insurance industry. Initially operating out of Tim’s 150-square-foot converted garage, with no support staff, they handled everything themselves. Scott, determined to bring in new clients, spent hours at the Downtown Los Angeles Department of Insurance Public Viewing Room, gathering contact information from insurance filings and cold-calling potential clients. Meanwhile, as the sole actuary, Tim handled every assignment Scott brought in.

Perr&Knight’s journey began with just two people, relentless hard work, and a shared drive to succeed.

November 1995

Our First Office

Quickly outgrowing Tim’s garage, Perr&Knight opened its first official business space in 1995, moving operations, which included a staff of five professionals, into a small suite in the Washington Mutual Building (now Chase) in Pacific Palisades.

The Company was growing quickly, bringing on new clients, building industry relationships that would last decades, and expanding services.

Launch of Competitive Intelligence Subscription Services​

When Perr&Knight started, our Competitive Intelligence Practice was limited to ad-hoc sales of personal automobile rate, rule, and form filings that Scott scanned at the California Department of Insurance in Downtown Los Angeles to assist Tim with his actuarial work. We quickly expanded to other lines of business and then other states.

Beginning in January 1997, Perr&Knight started offering Competitive Intelligence as a subscription service. Members of our Competitive Intelligence team were dispatched to Departments of Insurance nationwide each month to fulfill our subscribers’ standing orders for copies of filings made by select companies under specific lines of business.

Move to Historic Business Block Building on Sunset Boulevard​

With an employee count in the double digits, including multiple actuaries and a team of competitive intelligence professionals (many of whom are still with us today), Perr&Knight outgrew its office space once again. We moved our headquarters into the gorgeous historic Business Block Building at the corner of Swarthmore Avenue and Sunset Boulevard in Pacific Palisades.

March 1999

Launch of RateFilings.com

By the late 1990’s Perr&Knight was the premier provider of competitive intelligence services in the insurance industry, offering subscriptions, research projects and ad-hoc filing requests in all U.S. jurisdictions. Originally, we delivered our work product via hard copy, eventually converting to electronic delivery via compact discs. 

In 1999, we digitally transformed our competitive intelligence services by launching Perr&Knight’s first website, RateFilings.com. We indexed and uploaded every rate, rule and form filing our team scanned to the website. Companies could download and pay for the filings they needed directly from RateFilings.com. Soon after, we started offering comprehensive subscriptions to insurance companies so they could download unlimited filings for an annual fixed fee.

June 1999​

Launch of State Filing Services​

Perr&Knight assisted insurance companies with their rate filings as part of our actuarial ratemaking services from our inception. By June 1999, enough of our clients were requesting we submit rate, rule and form filings on their behalf, that we decided to spin those services off from Actuarial – our State Filings Practice area was born.

In those early days, the practice was comprised of one staff member. We have since grown into the largest provider of State Filings services in the insurance industry.

January 2000​

Perr&Knight Goes Nationwide: ​Opening our Boca Raton Office​

In 2000, Perr&Knight needed more actuaries to handle our growing practice. So, we strategically opened an office in South Florida – an area with a concentration of actuaries due to nearby insurance companies and a national rating bureau. Our Boca Raton office opened in October 2000 with three credentialed actuaries and support staff.

Over the years, Perr&Knight’s Boca Raton office grew to become the largest Property & Casualty Actuarial Consulting Practice in the state of Florida.

As Big as We Can Get in Pacific Palisades

During 2000, we grew to over 20 employees in our Pacific Palisades office and were running out of space. So, at the end of the year, we relocated to the Alma Real Building, the only commercial building in Pacific Palisades that was able to accommodate us and allow for our continuing growth.

We remained in the Alma Real building for more than 10 years, increasing our square footage twice during that time.

January 2003

Perr&Knight Heads to the Big Apple – Opens Jersey City Office​

To gain better access to clients in the Northeast and attract talent outside of California and Florida, we opened our 3rd office in Jersey City, strategically located just one train stop from New York City. This prime location allowed us to easily connect with clients in the New York Metro insurance hub while attracting skilled professionals from the surrounding region.

The Jersey City office quickly provided us with the momentum to expand our practice and grow our team at an accelerated pace, enhancing our ability to serve clients in the Northeast and positioning us for sustained growth and increased regional influence.

July 2003​

Launch of Product Design Services​

In 2003, Perr&Knight hired its first Director of Regulatory Compliance. With this key hire, we added forms consulting (now referred to as Product Design) as a complement to our actuarial consulting and state filings services, making us a full-service firm for insurance company rate, rule and form filings. Under this Director, we also launched insurance company and producer licensing services.

April 2004​

Launch of Statistical Reporting Services​

In 2004, Perr&Knight launched its Statistical Reporting Practice with the hiring of the area’s first employee, who serves as its Director today. Initially supporting a small group of existing clients, the practice quickly gained momentum when a major insurance carrier selected Perr&Knight as its statistical reporting partner. This milestone was followed by the acquisition of multiple clients from a large technology company exiting the statistical reporting market.

These foundational steps shaped our Statistical Reporting Services into the robust and trusted practice it is today.

July 2004

Launch of Bureau Monitoring Services​

By mid 2004, Perr&Knight was submitting thousands of rate, rule and form filings across all states and Property & Casualty lines of business. Many of our clients’ filings were related to the maintenance of bureau based commercial lines products. We recognized the challenges that nationwide, multi-line commercial lines writers faced staying up to date with bureau activity. So, we launched our Bureau Monitoring, a subscription service through which our compliance analysts review, track and organize circulars and inform clients of any filing actions they need to take based on their specific product profile.

April 2005​

Launch of StateFilings.com​

In 2005, we launched StateFilings.com, an exciting new secure website that revolutionized how clients accessed and monitored their filings. Clients could now access their filings online in real-time, monitor filing progress, and access all filed materials, bringing complete transparency to all communications. By giving clients real-time access to their data, we eliminated “black hole” concerns that companies have when turning their filing projects over to a third-party service.

Launch of Business Process Outsourcing Services​

As Perr&Knight’s portfolio of services grew, the need for a practice that could integrate and coordinate multiple offerings to better support clients’ operations became clear. In response, the firm launched its Business Process Outsourcing Practice in January 2006. Early client engagements revealed a demand for technology modernization and integration to enhance both internal and outsourced operations. To meet this need, the practice quickly expanded its focus to include operations and technology consulting.

January 2008

Working through the Great Recession​

The Great Recession challenged firms like ours to adapt to the evolving needs of our clients and address new economic constraints. We maintained stability and profitability by tightening our belts and finding solutions that worked within the reduced budgets that our clients faced in those turbulent times. This period also sparked innovation within the company, as we built out solutions that enhanced operational efficiency for our clients.

Through proactive measures, we not only supported our clients throughout the downturn but also strengthened our own foundation, emerging from the recession with greater adaptability and an even stronger commitment to client success.

September 2009

Expanding into Accident & Health​

In September 2009, Perr&Knight hired its first health actuary and began offering Accident & Health Actuarial and Product Design Services. We started our Life & Health Practice primarily to address the needs our existing Property & Casualty clients seeking to enter the supplemental Life, Accident & Health markets. Since then, the practice has grown significantly to also assist numerous life and health companies and expand its services to major medical and hybrid products.

Our Santa Monica Office Opens​

Desiring an upgraded, modern office space in a building closer to the business district in Santa Monica, which provided better freeway access to all other areas in Los Angeles, we moved once more to 401 Wilshire Boulevard in Downtown Santa Monica. We have maintained our headquarters in this building to this day.

Reaching 100 Employees​

From our start as a small business with only two employees, we have grown steadily each year and proudly reached 100 full-time employees in late 2013. Now considered a medium-sized business, there were new federal regulations to adhere to, but also a larger scale of operations that allowed for the ability to innovate in all areas of insurance operations.

April 2015​

Sale of RateFilings.com​

For the decade and a half after we launched RateFilings.com, we continued to expand our competitive intelligence coverage and services. By April 2015, we were obtaining and indexing every rate, rule and form filing in every state for both Property & Casualty and Life & Health lines of business resulting in 2 million new filings per year. Over this period, we also added new features to RateFilings.com, including a manual library, power search functionality, and RateWatch monitoring.

By 2015, nearly 95% of all Property & Casualty insurance groups subscribed to RateFilings.com at some level. We had saturated the market and competition was growing. So, in April 2015, we made the strategic decision to sell RateFilings.com to SNL Financial. Ultimately, SNL Financial sold their holdings to S&P Global Market Intelligence, who continue to manage and sell subscriptions to RateFilings.com.

September 2015​

StateFilings.com Moves to the Cloud​

A decade after the launch of the first version of StateFilings.com, we decided to overhaul the site and started work on StateFilings.com 2.0. With the experience gained in submitting tens of thousands of filings over the years, we knew we were uniquely equipped to build a site that would help companies optimize their state filings processes.

In September, 2015, we signed our first StateFilings.com licensing agreement with a major insurer, providing a critical industry partner for the initial development of our system. Shortly afterward, at the AICP conference in New Orleans, we proudly announced the launch of StateFilings.com, the industry’s first cloud-based, SaaS solution integrated with the NAIC’s new REST APIs.

The excitement and positive industry reception during post-launch sales and marketing efforts was outstanding, propelling us to our current status as the industry’s leading cloud-based state filings management solution.

January 2016​

Launch of Operations & Technology Consulting Practice​

Recognizing strong synergies between Business Process Outsourcing and Statistical Reporting Services, in January 2016 Perr&Knight merged the two practice areas and rebranded them as the Operations & Technology Consulting Practice.

Today, this practice area encompasses Statistical Reporting Services and Insurance Technology Consulting, a dynamic team of data transformation consultants and project managers who excel in developing insurance statistical reporting solutions. Our experts offer both hosted and custom solutions, offering comprehensive support as well as advisory services to clients.

Bring on Big Data – Perr&Knight Hires its First Data Scientist

In June 2016, Perr&Knight hired its first Data Scientist, deepening our predictive analytics expertise and broadening our service offerings. Since that initial hire, Perr&Knight has built a predictive analytics team within our actuarial department, that uses the latest machine learning and statistical modeling techniques to transform our clients’ raw data into actionable insights.

The Inaugural Perr&Knight Employee Engagement Survey​

In 2016, Perr&Knight administered its first annual Employee Engagement Survey. This comprehensive, anonymous survey obtains honest employee ratings, feedback and insights across nine categories including career/professional development, work/life balance, performance & accountability, and compensation. The inaugural 60 question survey has evolved over time. Our 10th annual survey, administered in 2024, contained just over 100 questions.

Over the years, the survey results have helped Perr&Knight leadership understand where we need to focus more attention, allowed us to see the impact of our initiatives and provided a safe space for all employees to share their diverse perspectives.

Defining Who We Are​

Perr&Knight first codified its company culture at the end of 2016 by defining six fundamental values consistent with our mission statement and reflected who we are as a company. Since then, Perr&Knight has gone to great lengths to promote its culture inside and outside the organization and to ensure that our company’s policies and procedures encourage employees to act consistently with our values and behaviors.

A well-defined culture has made it easier for our managers to lead and make decisions because a clearly articulated foundation of values and underlying behavior statements directly informs our decision making.

February 2020​

Working Through the Pandemic

Perr&Knight’s leadership started planning early, when the first stories about a suspected pandemic emerged in February 2020. We took decisive steps to ensure business continuity, starting with quickly purchasing laptops for our few employees who didn’t already have them while they were still available. As soon as shut-downs occurred, we created multiple online avenues of engagement for our employees via frequent virtual meetings and events to maintain strong communication and emotional connections. Months later, when industry anxiety regarding “return to work” was high, we published our Flexible Work Program creating a framework for continued remote work for those who wanted it.

Our successful navigation of the pandemic and our employees’ dedication and hard work through it is a source of great pride for Perr&Knight.

Earning Our Great Place To Work™ Certification

In 2021, Perr&Knight earned its Great Place To Work (“GPTW”) Certification for the first time. In response to GPTW’s Trust Index survey, 95% of our employees said Perr&Knight is a great place to work, compared to 59% for the average U.S. company.

Perr&Knight has been re-certified by GPTW every year since, recognizing our ongoing dedication to the employee experience.

November 2021​

Boca Raton Office Moves Downtown​

After more than 20 years in our Federal Highway location, we decided to move our Boca Raton office. Our office space needs post COVID had changed – fewer people were coming into the office, while more space between workstations was desired and larger conference rooms were needed for in-office team events. We also recognized that we needed to make the office more appealing to attract remote employees back.

In June 2022, we leased a space in Mizner Tower at the South End of Boca Raton’s premium mixed use development space and built it out to fit our specific needs with state-of-the-art furnishings. Our Boca Raton office employees now have access to shops, restaurants and open-air concerts right outside the office door.

Earning Our Climate Neutral Certification​

Working with the Change Climate Project, we comprehensively measured and offset our entire carbon footprint for 2023, initiating a range of initiatives to reduce our emissions including shifting to renewable energy, optimizing transportation and logistics, and reducing waste. A Climate Neutral Certification was earned, underscoring our commitment to reducing our carbon footprint and promoting environmental responsibility.

In 2024, we were proud to receive our official certification for the 2nd year in a row.
